                         ਇਹ ਰਾਤ

ਸਾਗਾਂ ਦੀ ਪੋਚੀ ਕੁੜੀ(1) ਦੀ ਰਾਤ

ਤਸਕੀਨ ਦੇ ਲਕੀਰ ਵਾਲੇ ਲੰਙੇ ਲੇਖ਼ ਵਾਲੀ ਰਾਤ

ਗੱਗੋਬੂਏ ਵਾਲੇ ਸੂਏ 'ਤੇ ਹੋਈ ਬਹਿਸ ਥੀਂ ਭਿੱਜੀ ਰਾਤ

ਦੇਸੀ ਮੁਰਗੇ ਤੇ ਮੱਕੀ ਦੀ ਰੋਟੀ ਵਾਲੀ ਰਾਤ।

ਕਬਰੋਂ ਕੱਢ ਅੰਮ੍ਰਿਤ ਤਰੌਂਕ ਸਵਾਧਾਨ ਕਰ,ਕੇਈ ਰੋਣ  ਲੱਗ ਪੈਂਦਾ ਹੈ।

ਧਰਤੀ ਹੇਠਲੇ ਬਲਦ ਨੂੰ ਸਾਹ ਦਵਾਉਣ ਲੱਗਾ ਹੈ।

?ਕੌਣ ਹੈ, ਕੀ ਕਹਿ ਰਿਹਾ ਹੈ।

ਨਹੀਂ ਕਿਹਾ, ਕਿ ਕਹਿਣ ਨੂੰ ਕੁਝ ਨਹੀਂ ਰਿਹਾ।

ਬਚ ਗ਼ਈ ਤੇਰੇ ਮਰਨ, ਤੇਰੇ ਜੀਊਣ ਵਿਚਲੀ ਲੀਕ ਹੈ

ਮੱਚਦੀ ਕਾਇਨਾਤ ਦਾ, ਯ਼ੱਖ ਵਾਹਿਦ ਸ਼ਰੀਕ ਹੈ।

ਕੌਣ ਰੱਬ ਦੀ ਕੈਦ 'ਚੋਂ ਮੈਨੂੰ  ਬਚਾਓਣ ਆ ਗਿਆ।

ਕੌਣ ਜੱਗ ਦੇ ਜਬੜਿਆਂ 'ਚੋਂ  ਮੈਨੂੰ ਕੱਢਣ ਬਹੁੜਿਆ।

ਇਹ 

ਧੁਖ਼ ਰਹੇ ਪ੍ਰਦੇਸ ਵਿੱਚ ਇਹ ਕੌਣ ਆਪਣਾ ਆ ਗਿਆ ਹੈ।

ਠੰਡੀ ਰਾਤ ਦਾ ਨਿੱਘਾ ਠੱਰ੍ਹਮਾ

ਡਰਦੀ ਨਬ਼ਜ ਦਾ ਇੰਞ ਸਿਰ ਪਲੋਸੇ

ਜਿਉਂ ਬਲਦੀ ਰੇਤੇ ਸਾਗਰ ਆ ਗਿਆ ਹੈ।

ਪਤਾ ਸੀ ਉਹਨੂੰ

ਡੁੱਬੇ ਨੂੰ ਜੱਫੀ਼ ਪਾਉਣ ਲਈ

ਡੁੱਬਣਾ ਪੈਂਦਾ ਹੈ।ਪਰ ਆ ਗਿਆ ਹੈ।

ਹਨੇਰੇ ਵਿੱਚ ਤੈਰਦੇ ਫੁਲਬਹਿਰੀਏ ਬੁੱਤ

ਬਗਲਗੀਰ ਹੁੰਦੇ ਹਨ।

ਘੁੱਟਦੇ ਸਾਹਾਂ 'ਚੋਂ ਸਿੰਮਦਾ ਅਨਹਦ ਨਾਦ

ਇਸ ਰਾਤ ਦੀ ਪਛਾਣ-ਧੁੰਨ ਬਣ ਗਿਆ ਹੈ।

ਹਰ ਰਾਤ ਮੈਂ ਇਸ ਰਾਤ ਨੂੰ ਬੁੱਕਲ 'ਚ ਲੈ ਲੈਂਦਾ ਹਾਂ।।

7th PAY COMMISION AND ARMY

Evolution of a democratic nation-state has a legion of unpredictable phases and  unforeseeable scenarios. The  current value of defense services'  shares in the  socio-economico-political stock-exchange of the nation has plummeted to an all time low.
The reason for such a change is dictated by factors enunciated by Karl Marx in his theory of historical progression.
The forces of production have undergone a colossal change. It has brought forth new relations of production. The glory and status of Army was engendered by colonial powers.For half a century or so, the quasi-capitalist mode of economy sustained it to some extent.
The dawn of a full-throttled capitalist economy laced with crude consumerism has impinged upon societal value-system and social perceptions. The Army as an organisation has still not come to terms with it and restructured it self to match the changed environment.Rather, it is expected that the environment will change !!
This has engineered an inconclusive debate about non-issues like a few thousands of pay this or that way. We have a battery of ill-informed generals participating  in shrill TV  discussions  and shouting, weeping and spewing nostalgia- drenched tales of past glory of Indian Army.
The need of the hour is to reshape the organisation  to snugly fit into the  tide of times.The reservoirs of intellect held with Army,surely, can accomplish it.Amen!
